The Ciba site in Toms River, New Jersey had a long and productive history as a manufacturing facility, starting in 1952. The site began as a dye manufacturing operation; additives and plastics were later added. Peak employment reached 1,436 in 1968. All manufacturing operations at the site ceased as of December 1996, and the production facility was dismantled. Ciba Specialty Chemicals currently runs a remediation project at the site, which employs approximately 30 people in Toms River.
In 1983, the site was placed on the National Priorities List under the Federal Superfund program. The company has invested nearly $200 million to address remediation issues to date, and has recently committed another $92 million to the project. Ciba’s primary goal is to restore the site to meet regulatory standards and the company will continue to function in an environmentally responsible manner toward that end.
Once the site remediation plan is implemented, and the treatment processes are in place, the company hopes to reestablish the property to viable use within the community. The 1,350-acre site is the largest remaining single tract of industrially-zoned land in either Dover Township or Ocean County.
